Pharms Helping Arms Foundation, Inc. was founded in a spirit of advocacy and resilience, sparked by a tragic event that deeply affected our community. On November 19, 2003, Ms. Fannie Pearl Pharms tragically lost her life due to a preventable incident involving her neighbor’s pets. Motivated by this loss, her niece, Cynthia Pharms, alongside a dedicated support group, championed for more stringent pet ownership laws in Texas. Their relentless efforts led to the enactment of HB 1355 in September 2007, a testament to their perseverance and commitment to community safety.

In the wake of this victory, our mission expanded to encompass broader support initiatives aimed at enhancing the quality of life for the residents of South/Southwest Houston. Since 2013, Pharms Helping Arms Foundation has been steadfast in its commitment to "Bringing Communities Back Together." Through a wide range of services including vital food and water distributions, extensive disaster recovery efforts, and robust educational support during back-to-school drives, we strive to be a pillar of stability and growth. Our programs also extend to administrative support, home repairs, utility assistance, and on-the-job training opportunities for our youth.
